When there is one verb in a sentence, we place the IOP

Identify the IOP: Voy a contar un secreto a ti.

Identify the IOP: Ellos dicen la verdad a nosotros.

Identify the IOP in the sentence: Yo doy el regalo a mi hermano.

Which IOP must always have a phrase at the end of the sentence to make it clear to or for whom the action was done?
