Establishes presidential succession and procedures for handling presidential disability. If the president dies, resigns, or is removed, the vice president becomes president. If the president is unable to serve (due to illness or incapacity), they can temporarily transfer power to the vice president. If the president is unable to declare incapacity, the vice president and a majority of the Cabinet can declare them unfit to serve.
