In 1876 Democrat Samuel J. Tildman was leading in the popular vote against Repubican and Reconstructionist Rutherford B. Hayes.
Accusations of intimidation and violence and the ballot boxes led to a commission to be formed that voted on party lines to award Hayes the votes of Florida, Oregon, and South Carolina.
After winning, Hayes went on to end reconstruction and return the south to "home rule"
So yes, Florida has ALWAYS been a problem.
