Yes, the first question is asking about the future. The second one is asking about the present. 

• To talk about the future we conjugate the verb ir then add "a" then the infinitive of another verb.

• So we say: va a hacer buen tiempo

We often use the verb Hacer to talk about the weather.

• The infinitive form: hacer

• Or we conjugate it: hace
