MOE consultation process (2018) told us that students, teachers, parents, employers, universities wanted:

  • More credible, authentic assessments and qualifications

  • Removing of barriers to learning and achievement

  • Reduced workload / assessments

  • More robust education qualifications

  • Clearer pathways – recognising non-university directed students

  • Easier to understand qualifications

Maori

  • It is fundamental that there is parity for mātauranga Māori within NCEA

  • Matauranga Maori refers to the body of knowledge originating from Māori ancestors, including the Māori world view and perspectives, Māori creativity and cultural practices.

  • and it has equal value as other bodies of knowledge

Simplified NCEA Structure

  • Only 60 credits needed at level one, two and three

  • Each subject only has 4 Achievement Standards

  • A 50:50 split between internal and external assessment

    (External assessments doesn't mean just exams. It can also mean things like portfolios, reports, investigations, performances or common assessment tasks)

Fewer, Larger Subjects and Achievement Standards

  • Fewer NCEA subjects (list is on website)

  • Each subject to be worth 20 credits

  • Each Achievement Standard will only be worth 4-6 credits

  • Only 4 Achievement Standards per subject (e.g.science currently has 16 at L1)

New Literacy & Numeracy Credits

  • Literacy and Numeracy credits change significantly

  • Available to students from year 9 (level 4 & 5 of curriculum)

  • Externally assessed

  • Worth 20 credits (a co-requisite to NCEA certification)

  • Will be available to students at any time from year 9-13

Sitting the Numeracy & Literacy Credits

  • Teachers will use these tools to determine when students are ready to sit these external assessments.

  • They may be sat multiple times

  • They may be sat any time from year 9 onwards

  • The qualification sits separate to NCEA certification at years 11, 12 & 13

Clearer Pathways to Education & Employment

  • New “Vocational Entrance Award” and “Vocational Pathways Builder” for students
  • A renewed focus on alternatives to university as viable post-school pathways

Accessibility

  • All fees, including certificate, examination and scholarship are removed - NOW

  • Some automatic SAC (Special Assessment Conditions) so that all students have access to these – no need for so many complex application processes

  • Simplified application and evaluation of SAC requests

  • More universal design for learning in assessment design - a range of MODES of assessment, including easier computer use
