First let's write the numerator that is 13.

Then we assume that there is a decimal at the end of the numerator and in this case, ours is 13, so:

Now let's turn decimals to fractions. So let's use the same example, 13/10 which in decimal is 1.3, so:

We have written our 1.3 normal then we do this, how many zeros are there in 10 again? only one, good, now watch:
1.3 = 13. = 13 = 13/10

I'll tell you how I got that, now look, from 1.3, we take back the decimal that gives us 13. Then we remove the decimal point and it becomes 13, then you now bring 13 and do you remember that there is only one zero in 10, then you bring the 13 and put the 13 here then you put the one zero as denominator and add the 1 in front of the 0 as the denominator, like this:
13 = 13/0 = 13/10
