As discussed in Lesson 11, the country has a centralized government. The concentration of power is in the hands of the national government. The 1987 Constitution clearly states that the local government should be under the authority of the national government.

The general plan for the provinces, cities, towns, or barangays must come from the national government.
Local governments help facilitate the fast implementation of national government programs in the whole archipelago.

Even though the local government units (LGUs) govern their respective provinces, cities, towns, and barangays, they are all under the authority of the national government.

Some of the responsibilities of the LGUs are the following:
Administration of public services such as transportation systems, industries, and infrastructures
Development of resources in their local communities
Implementation of programs which uplift people's economic status

Unity is needed to achieve the country's goals and objectives. The government offices must coordinate with each other. This is needed for the proper implementation of government projects and programs.

One good example of coordination between national government and the local government is the implementation of K to 12 program of DepEd. The mandate comes from the national government but the LGUs are tasked to implement this through the regional directors, division superintendents/supervisors, and district supervisors. The LGUs supervise the trainings of the teachers as well as the preparation of school facilities.
