  • A form government adopted mainly in Europe

  • It began with the birth of nation-states (England, France, Spain, Portugal, Austria, Prussia and Russia)

  • It caused conflicts between the monarchs for the possession of territories

  • Only the monarch had all power, so one disobeyed him

  • They based their power on a "divine right" or by "inheritance right"
