Constitution - Definition

  • It is the most important basic document that includes the principles that direct state policy in different political, economic, social and cultural affairs.

  • It also defines the public rights and duties of the citizens.

The basis of the constitution in Qatar

  • 1. It guarantees the personal freedom of citizens and the principle of equal opportunity.

  • 2. It maintains private property.

  • 3. All citizens are equal in rights and duties.

  • 4. It provides the freedom of worship and belief for all.

  • 5. People are the source of authority.

The Ruling System of Qatar:

The Emir

- The Emir is the Head of State.

- His personality shall be unbreakable and must be respected by all.

- The Emir is the higher Commander of the Armed Forces.

- The Emir represents the state nationally and internationally in all fields.

1. Executive Authorities

- The Prime Minister chairs the sessions of the Council, runs discussion and supervises work coordination among different ministries to achieve unity and integration among all government agencies.

- He hands over to the Emir the Cabinet resolutions that relate to various affairs in order to approve them.

2. Legislative authorities

Majlis Al-Shura

Majlis Al-Shura consists of 45 members. Two thirds of them are elected and the other 15 are appointed by the Emir. The membership of the members is valid till resignation or exemption.

  • The courts are responsible for this authority and issuing judgement according to the state constitution in the name of the Emir.

  • Judicial authority has a supreme council which supervises good conduct in the courts and agencies.

  • Managing the state's financial matters and public budgets
