Light from the sun and light from a light bulb are different. Light from the sun has ultraviolet light in it and light from a light bulb does not. Genetic material absorbs ultraviolet light and this causes damage to the genetic material. Light from a light bulb is not absorbed by the genetic material and therefore cannot make a change to the genetic material.
