What were you doing?

We use past continuous for:

• Actions that were in progress at a stated time in the past. We don't know when it started or finished

• For actions that were in progress when another action interrupted it. We use past continuous for the action in progress and past simple for the action that interrupted it.

• For two or more actions that were happening at the same time in the past.
