What is the Line 3 tar sands pipeline?
The Line 3 Replacement Project is Enbridge’s plan to build a brand new oil pipeline through Minnesota. The company calls Line 3 a replacement since there is an existing Line 3 pipeline that is in poor condition, but the new line would be almost twice the capacity of the existing pipe and follow a new route for much of its Minnesota length. The pipeline would carry tar sands oil through a 337-mile route, causing irreparable harm to the climate and the environment. Meanwhile, Enbridge intends to leave over 90 percent of the existing Line 3 buried in place underground, where it will continue to corrode.

And if the oil spills, activists worry Enbridge won’t have the ability to clean it up. A 2016 report found that tar sands oil is much more difficult to clean up than non-tar sands oil.
Throughout its lifetime, a gallon of gasoline made from tar sands oil emits 15 percent more carbon dioxide than one made from conventional oil, according to the Union of Concerned Scientists.
“This is not just another pipeline,” writes Louise Erdrich of the Turtle Mountain Band of Chippewa in a New York Times op-ed. “It is a tar sands climate bomb; if completed, it will facilitate the production of crude oil for decades to come.”

Enbridge and pipeline safety
Enbridge Energy already has a terrible record of pipeline leaks and spills, both small and large. Between 2002 and 2018, the Canadian energy company reported 307 hazardous liquids incidents (an average of one every 20 days), including the disastrous Kalamazoo River oil spill in 2010 and Line 3’s 1991 spill near Grand Rapids, Minnesota — two of the largest inland oil spills in US history.

The equipment needed to build this pipeline is so heavy that they are not allowed to move it in the spring. They need to wait until summer.

Enbridge began construction on Line 3 in December 2020. It's a roughly $3 billion project to replace an existing pipeline with a larger pipe that will be able to carry about 370,000 additional barrels of oil annually.
Line 3 also will include a new route that cuts across northern Minnesota. Construction is about half complete.Apr 29, 2021

Escrow account: "shell out"
Star Tribune uses the idiom "shell out" for the 3/4 million dollars Enbridge has paid for Law Enforcement to stop protesters against Line 3.
SHELL OUT: to pay money for something, especially when the cost is unexpected and not wanted:
If we lose the bet, we'll be forced to shell out.
It's an interesting choice of words for a newspaper. It seems as if the newspaper does not agree that Enbridge needs that much protection against protesters.

"Maybe you should pay attention to what the protesters are saying instead of fussing about the cost. That pipeline *WILL* leak at some point in time. And when it does, will you be angry at the protesters who were warning of the danger or will you be angry that you have to pay for the cleanup?"

From the "Treaty People Gathering" website:
"Due to the heavy surveillance of Northern Minnesota, we will announce exact locations closer to the event. We will have a central location for us to gather and will also have locations for camping." Click all that apply.
Because there are lots of Law Enforcement paid for by Enbridge, the Treaty People are not announcing the location before the event.
If you sign up to go to the event, they will send you the location at the beginning of June..
Nobody is worried about anything happening at this protest that will happen 10 days from now.
The gathering will be someplace in Northern Minnesota.
