There is a simple rule here:
In English, the verb "to be" can never, ever, ever
go together with another verb in its "V1 form"

Here is the correct version of those sentences:
1) Scientists believe that climate change is real.
2) It means that the world is getting hotter.
3) Many people do not agree that something should be done.

Here is how the present simple is used:
1) If the subject is "I", "you", "we", or "they"... simply use V1:
Scientists believe that climate change is real.
2) If the subject is "he", "she", or "it", use "V1+s"
It means that the world is getting hotter.
3) If the verb is negative, use "do not + V1" for the subjects
of case 1, or "does not + V1" for the subjects of case 2:
Many people do not agree that something should be done.
It does not mean that the world is getting hotter.
