By 1788, trouble was brewing in France. The peasants and the middle class were unhappy. The government was in trouble, too. It was out of money. Fancy living and too many wars had resulted in an empty treasury.

In 1789, King Louis XVI called a meeting of the Estates-General. This was a government body that was something like England's Parliament. The Estates-General had not met for 175 years. Now there was to be a meeting at Versailles. Thus was the name of the fine palace just outside of Paris where King Louis XVI lived with his Queen Marie Antoinette. King Louis wanted the Estates-General to grant him more money in new taxes.
