Topic: Scam calls are bad
Hook: Scenario + Vivid Imagery
Imagine you are like Luisa--a 78 year-old retired homemaker and widow. You're on a fixed income and trying to survive a pandemic. One night, a cheerful voice invites you to a glittering fortune! You can make half a million dollars by sending a few Western Union checks to Nigeria. Unfortunately for Luisa, a year later, she is on public assistance and moved out of her 3-bedroom house into a rented room.

Topic: Scam calls are bad
The middle section transitions to the thesis.
Unfortunately, Luisa's case is increasingly widespread with the proliferation of illegal robocall operations. In these illegal fraudulent scams, a person approaches a vulnerable individual and begins small-talk. Eventually, this brief conversation builds up to a lasting trust where the victim is presented with an opportunity to make a large return on investment by helping a small company get on its feet.

Imagine you are like Luisa--a 78 year-old retired homemaker and widow. You're on a fixed income and trying to survive a pandemic. One night, a cheerful voice from a random number invites you to a glittering fortune! You can make a half a million dollars by sending a few Western Union checks to Nigeria. Unfortunately for Luisa, a year later, she is on public assistance after being forced to move out of her 3-bedroom house into a rented room. Tragically, Luisa's case is increasingly widespread with the proliferation of illegal robocall operations. In these illegal fraudulent scams, a person approaches a vulnerable individual and begins small-talk. Eventually, this brief conversation builds up to a deeper trust where the victim is presented with an opportunity to make a large return on investment by helping a small company get on its feet. However, these phone scams are increasingly common and costing the U.S. millions of dollars; phone scams must be stopped by using federally funded caller ID software.

Move the topic from specific to less broad. Leave the reader with "food for thought." For example, this can be a quote.

The conclusion is a "reverse" funnel.

Example: Reverse Funnel
In conclusion, the U.S. can assist vulnerable populations such as Luisa, elderly people on fixed incomes. With greater public education about the dangers of phone scams and increased use of federally funded caller ID software, at risk populations can maintain their assets and their dignity. As actor Michael J. Fox has asserted, “One's dignity may be assaulted, vandalized and cruelly mocked, but it can never be taken away unless it is surrendered.” Safeguards must be put in place to help secure the financial stability and peace of mind of our venerable older generations.
