Hamilton's Proposal:
Federal government would assume state's debts and pay them off as one
Raise money through taxes and tariffs to pay off debts
Create a National Bank

Those who opposed his plans:
Nobody wanted taxes
Constitution said nothing about a National Bank
Southern States did not have any war debts so why should they have to pay off Northern State's debt
Compromised:
Relocation of the country's capital in the South in return for approval of the National Bank
Low tariffs(tax on imported goods) and a tax on whiskey

Hamilton wanted to use the Elastic Clause from the Constitution.
This declared that the clause allowed the government to create a national bank.
Hamilton believed in loose construction of the Constitution.
Loose construction means that the federal government can take reasonable actions that the Constitution does not specifically forbid.
Jefferson thought that the elastic clause should be used only in special cases.
He wrote to President Washington, “The Constitution allows only the means which are ‘necessary,’ not those which are merely ‘convenient.’”
Jefferson believed in strict construction of the Constitution.
People who favor strict construction think that the federal government should do only what the Constitution specifically says it can do.

External Problems with Europe
France: French Revolution was a rebellion against the King of France and wanted to start a democracy. France expected help from the US but the US was not in a position to help
US has no money and no military
Constitution had just been signed 3 months before the Revolution started

Britain: Need British trade but they were practicing impressment- American sailors were being forced to serve in the British army. Britain was raiding ships that were destined to go to France
Jay's Treaty tried to end impressment but it didn't work.

Spain: had control of Louisiana and New Orleans
Pickney's Treaty - allowed US merchants to store and ship goods for New Orleans. This ended when Louisiana was given back to France and then the Louisiana Purchase.

Whiskey Rebellion
in Western Pennsylvania a group of corn farmers rebelled when Hamilton began taxing whiskey(made from corn)
The rebellion burned down buildings and attacked tax collectors
Washington personally led the military to put down the rebellion to show that the government to serious about maintaining order
