Gurantees to and Obligations of the States

  • local, state, and regional governments must work together sometimes

  • Conflict, cooperation, and compromise

  • Republican form of government

    • federal protections for the states are guaranteed in Article IV, Section 4

  • ​The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic violence.

Gurantees to and Obligations of the States ​

  • ​National government must gurantee each state a republican form of government

    • voters have soverign powers

  • Elected representatives exercise that power

  • Congress has responsibility for enforcing guarantee

  • National gove​rnement must protect states from invasion and unrest with the U.​S.

    • an attack by a foreign power on one state is considered an attack on the entire country

  • Congress has given the president authority to sent federal troops to a state where there is civil unrest and the governor or state legislature has requested help

  • the states perform two important functions for the national government

  • State and local governments conduct and pay for elections of all national government officials- senators, representatives, and presidential electors ​

Enabling Act

  • Before a territory can become a state, Congress must pass an enabling act

  • Enabling Act- an act that allows the people of a territory interested in becoming a state to prepare a constitution ​
