What was the Lend-Lease Act?
An act that made it okay for the United States to send ships, planes, tanks, and other military equipment to The Allies without becoming directly involved in the war.
A peace agreement signed by France, The United States, Great Britatin, and Germany that essentially blamed Germany for World War I.

Once the Lend-Lease Act passed, the United States Congress also passed the Selective Service Act.
The Select Service Act required more than 1 million young men to serve in military by the fall of 1941.
The United states was building up its army, air force, and navy, but we were not yet part of World War II.

The Germans had been stopped at the English Channel.

In the Pacific, Japan was steadily grabbing more and more land.
It now controlled much of China and Southeast Asia.

Japan depended on the United States for many of its resources, including oil, but in July 1941, Congress banned all of it's trade with Japan.
Tensions (anger) rose between Japan and the United States.
