What did both Ordinances try to do?
Both the Ordinance of 1785 & the Northwest Ordinance tried to make possible the settlement of the Northwest Territory in a peaceful & orderly way. The laws were successful.
The US Congress would later take a similar step in the South, except for one major difference. Do you know what it was??

To pay its war debts, the state of Massachusetts decided to raise taxes on land.
Farmers tended to own a lot of land, but earn little money, & those who couldn't pay were forced to give up their land or go to jail.

What caused Shay's Rebellion?

In August of 1786, a farmer & former captain of the Continental army named Daniel Shays began Shays' Rebellion.
He and a group of farmers closed down the state courts & marched on the federal arsenal (a place where weapons are stored).
The Massachusetts militia finally stopped him & his men. Congress could not send help because they did not have the right to do so.
**If ordinary farmers could launch a revolt, it was clear that the national government needed more power.
