  1. In August of 1786, a farmer & former captain of the Continental army named Daniel Shays began Shays' Rebellion.

  2. He and a group of farmers closed down the state courts & marched on the federal arsenal (a place where weapons are stored).

  3. The Massachusetts militia finally stopped him & his men. Congress could not send help because they did not have the right to do so.

  4. **If ordinary farmers could launch a revolt, it was clear that the national government needed more power.
