After spying on them he sent word back to the president of Mexico- Santa Anna that there were A LOT of Anglos in Mexico And they were not following ANY of the rules

Not only did they give them EXTREMLY cheap land but they gave them very very simple rules for them to follow. They didn’t even have to pay taxes and they could not follow 3 simple rules. So Santa Anna ordered for the Law of April 1830.
