Theocracy In a theocracy the politial power is held by peligious leaders they use divine power or the laws of god. Citizens have limited rights based on religious laws.

Dictatorship In a dictatorship a ruler or small group holds total power over the citizens. The dictatorship has unlimited power over its citizens there are do limit on the authority the government. Controls the military, police, the media, education, churches and businesses. Brutal force is often used against anyone who epposes the authoity they are often imprisoned or killed. Citizens live in constant fear
