Once the Lend-Lease Act passed, the United States Congress also passed the Selective Service Act.

The Select Service Act required more than 1 million ​young men to serve in military by the fall of 1941.

The United states was building up its army, air force, and navy, but we were not yet part of World War II.

In 1941 the Germans had been stopped at the English Channel and had turned their attention East. The Japanese were conquering most of East Asia and had their sights on more. ​

Japan depended on the United States for many of its resources, including oil, but in July 1941, Congress banned all of it's trade with Japan. ​

Tensions (anger) rose between Japan and the United States.
