Commissioning

Building Regulations Compliance certificates

From 1 April 2005 the Building Regulations demanded that all installations must be issued with a Building Regulations Compliance certificate. This is to ensure that all Building Regulations relevant to the installation have been followed and complied with

2

Commissioning records

Commissioning records for large cold water systems should be kept for reference during maintenance and repair and to ensure that the system meets the design specification.

Typical information that should be included on the record is as follows:

● the date, time and the name(s) of the

commissioning engineer(s)

● the location of the installation

● the amount of cold water storage (if any)

● the types and manufacturer of equipment and

components installed

● the type of pressure test carried out and its duration
● disinfection processes, the disinfection chemicals

used and the disinfection readings

● the flow rates and pressures at the outlets

● the pressures on both the suction side and the

discharge side of any boosting pumps

● the accumulator pressure.

4

Multiple Choice

What is commissioning in the context of systems or major components?

1

Dismantling a system

2

Putting it into safe and effective operation

3

Designing a system

4

Decommissioning a system

5

Multiple Choice

Why is it mentioned that time pressures at the end of a job can impact commissioning?

1

To emphasize the need for quick installations

2

To highlight the importance of proper commissioning

3

To discourage commissioning in general

4

To suggest delaying commissioning

6

Multiple Choice

In large contract work, what is usual to see for the commissioning process?

1

Full commissioning details for each component

2

A commissioning plan outlining the process

3

No commissioning plan

4

Minimal documentation

7

Multiple Choice

What are the three phases of the commissioning process for most systems?

1

Testing, inspection, and certification

2

Installation, verification, and validation

3

Visual inspection, soundness test, and performance test

4

Cleaning, testing, and sealing

8

Multiple Choice

What is the purpose of the soundness test in the commissioning process?

1

To check for visual compliance

2

To test the performance of the system

3

To ensure the system is leak-free

4

To assess the efficiency of the components

9

Multiple Choice

Why is it important to retain a copy of the commissioning record?

1

For customer reference only

2

To demonstrate compliance with regulations

3

As a backup in case of leaks

4

To save paper

10

Handover procedures

When the system has been tested and commissioned, it can then be handed over to the customer. The customer will require all documentation regarding the installation and this should be presented to the customer in a file, which should contain:

● all manufacturers’ installation, operation and

servicing manuals for the taps, sanitary ware and any other equipment fitted to the installation such as boosting pumps and accumulators

● the commissioning records and certificates
● the water undertaker’s acceptance of the system

● the Building Regulations Compliance certificate

● an ‘as fitted’ drawing showing the position of all isolation valves, backflow prevention devices, etc

11

An ‘as fitted’ drawing

12

The customer must be shown around the system

and shown the operating principles of any controls.

Emergency isolation points on the system should

be pointed out and a demonstration of the correct isolation procedure in the event of an emergency.

13

Multiple Choice

What documents should be included in the file presented to the customer upon system handover?

1

Only commissioning records and certificates

2

Manufacturers' operation manuals only

3

All manufacturers' installation, operation, and servicing manuals, commissioning records, and more

4

Only the water undertaker's acceptance of the system

14

Multiple Choice

Why is it important to include an 'as fitted' drawing in the documentation provided to the customer?

1

It is a legal requirement

2

It is a decorative addition

3

It shows the customer the design phase

4

It indicates the position of important components

15

Multiple Choice

What should be demonstrated to the customer during the system handover?

1

Installation procedures

2

Emergency isolation points only

3

Operating principles of controls and emergency isolation procedure

4

Manufacturer's guidelines

16

Multiple Choice

What is the purpose of the water undertaker's acceptance of the system in the documentation?

1

To prove compliance with building regulations

2

To demonstrate correct isolation procedures

3

To show the customer the system's design

4

To confirm acceptance by the local water authority

17

Multiple Choice

Why is the Building Regulations Compliance certificate included in the documentation for the customer?

1

It serves as a decorative element

2

It is a legal requirement

3

It is optional for the customer's reference

4

It provides information on emergency procedures
