If the stem ends with a preposition such as by, for we need to use a verb + ing (verbing).

BUT

What do we do if the sentence doesn't end with any of these (Modal verb, preposition or (to))?

In this case, we can usually use the present simple tense (be) or another (v1) or the verb (have). If we use "have", we need to say what is it that they have.
