When putting these two together, you talk about an action that happened and finished in the past and another that was taking place during that same time. It could be said that one action interrupted the other.
Examples:
- Lizana was having breakfast when she saw a snake.
- When I met her, she was buying some clothes at the mall.
- We were walking during the night, then, we were robbed.

Used to refers to an action that represented a habit or a routine in the past but is no longer happening in the present.
Examples:
- In the past few people used to wear baggy pants, now it is trendy.
- I didn't use to go to parties when I was younger.
- What hobbies did you use to practice as a kid?

Extra information: You can use 'would' instead of 'used to'.
