As societies grow in complexity and connectedness, more advanced systems of governance evolve. In democracy, a government's primary function is to protect citizen's rights and liberties. Democratic governments continually evaluate and respond to pressing social issues such as education, healthcare, housing, and immigration.
In the early 1900s, the US government enacted child labor laws. These laws protected children from working long hours in unsafe factories. Child labor laws did not exist before this time because they were not yet needed. Before the creation of factories, children did not work long hors for pay away from home, rather they helped on the families' farms.
