I can model 92 as 9 tens 2 ones. Then I can share the 9 tens among the 4 groups. I will have 2 tens in each group and 1 ten left over. Then I can regroup the 1 ten as 10 ones, combine those ones with the other 2 ones, and share the 12 ones among the 4 groups. I will have 3 ones in each group. So, 92 ÷ 4 = 23.

I needed to regroup in Step C because 1 ten cannot be shared among 3 groups without regrouping.
