Muhammad Rahimxon II vafot etgach, podsho hukumati yordamida taxtni uning o'g'li Asfandiyorxon egallaydi. Petro-Aleksandrovskda turgan rus qo'shinlariga ishonib islohot tarafdorlarini yo'q qilishni boshladi. 1913-yilda islohot rahnomolaridan biri, bosh vaziri Islomxo'jani qatl ettiradi!

Xonning tayanchi bo'lgan Rossiya podshosi hukumati 1917-yil fevral oyida ag'darilgach, yosh xivaliklar ( Xivadagi jadidlar) bundan foydalanishga harakat qilishadi va islohot o'tkazishni talab qilishadi. Asfandiyorxondan 1917-yil 5-aprelda islohot o'tkazish to'g'risidagi manifestni imzolashni talab qilishdi.
