Organization
Introduction - hook the audience in, describe the problem briefly, and introduce the solution in a clear and concise thesis statement
Body paragraphs - give in depth information about the problem using evidence gathered through research; propose a solution that is also supported by evidence.
Counterclaim and rebuttal - discuss the opposing side of the argument, specifically identify any weaknesses of the solution; refute the counterclaim by explaining why the solution is still the best way to address the problem
Conclusion - restate thesis, reiterate key points from the body of the essay, and give a final call to action for your audience

The thesis should be a clear one, MAYBE two, sentence statement of what your paper's argument will be.
Should clearly state the problem and at least one solution.
It should be the answer to your prompt question. For example,
