  • Increase the power and position of the federal government.

  • Some states owed less than others or already paid back debts. It is unfair to them. Many of them were southern states.

  • Tariff is a tax on imported goods

  • Makes the price of goods go up.

  • Harms farmers, planters and landowners. Republicans and Southerners

  • Benefits Manufacturers and Northerners

  • Failed to pass. Excise taxes will be used to generate revenue.
