It is important to keep in mind that relations between countries refer to governments, not the countries' people. For example, the United States and Russia have a tense relationship because their government leaders distrust each other and disapprove of each other's actions.

 

The U.S. government does not have a problem with Russia's people. In fact, the relationship is tense partly because the United States wants Russia's government to stop actions that hurt Russia's people..
