Article of Confederation

The Articles of Confederation were written and ratified before the Revolutionary War officially ended. The Founding Fathers believed they knew what was best for the new nation. However, because of their negative experiences and unfair treatment under the king, they created a government with too little power. These weaknesses in the Articles eventually led to their failure and the need for a stronger Constitution

George Washington was named President
Delegates from every state met in Philadelphia, Pennsylvania, to revise the Articles of Confederation, the first government of the United States. However, instead of just fixing the Articles, they created something completely new called the Constitution. The biggest challenge the delegates faced was deciding how the Legislative Branch would work and who would have the power to make the laws.

Two sides of the Constitutional Convention
Virginia Plan
The big states wanted to create a bicameral legislative branch based on the population of every state. This would mean big states would have more power because their population was higher.
New Jersey Plan
Small states did not like the idea of a two house system where representation is based on population because their population was a lot less compared to the big states.
Small states suggested a unicameral (one house) system where all states would have an equal number of votes for representation.

Who counts towards population?
3/5 Compromise
The 3/5 Compromise was an agreement made during the Constitutional Convention about how enslaved people would be counted when determining a state’s population. Southern states wanted to count enslaved people fully so they could have more representatives in Congress, while Northern states disagreed since enslaved people had no rights or say in government. The compromise decided that each enslaved person would count as three-fifths of a person for both representation and taxes.
