Why is Figure B is not the image of Figure A after a rotation using center P.

You must reflect and rotate the image in order to get the pairs to their corresponding parts.

The shortest side of Figure B is shorter than the shortest side of Figure A. Since rotations do not change lengths, Figure B is not a rotation of Figure A.

The sides are all equal but you can not rotate the image because it is a reflection.
