• He says this because he has been 16 at least 37 times before when Zeus kicked him out.

• He is a god. He's lived a long time and is used to being good at everything and being idolized. As a 16 year old, he isn't good at anything, and he feels like a failure. He doesn't want to have to work hard and re-learn how to be good at things.
