An act that was passed that made it easier to buy land in territories that had been set up from the Land Ordinance and the Northwest Ordinance. People were now able to pay for their land a little at a time.

A plan that was proposed by Edmund Randolph, but was written by James Madison. It called for a stronger national government, a bicameral house, three branches of government, and representation based on population.
