Became president after the assassination of Lincoln. Followed Lincoln's Plan to not punish the south. He pardoned rebel leaders and allowed Southern governments to be made up of former confederates.

Congressmen who wanted to punish the South by creating laws that imposed harsh treatment of the South with military rule. They gave equal rights to freedmen and voting rights to African Americans and Carpetbaggers; but, did not allow former Confederate leaders to vote.
