Order and Rule of Law

• all persons, institutions, and entities are accountable to laws that are:

• basic rules whose content is very general and abstract, sometimes reducible to a maxim or a simple concept.

• those governed are guaranted legally and provided a means for redressal where unlawfulness occurs.

• prohibits state governments from passing laws that conflict with federal laws and also prohibits any entity from enforcing laws that conflict with the Constitution.
