Published TCP (Transfer of Control Point) between BPN APP and Sepinggan TWR, except :

• Vicinity of aerodrome for visual approach

• Initial Fix (IF) for instrument approach

• On the runway if weather below minima

• Established LLZ for ILS approach or Final course for VOR/DME approach

Aerodrome Traffic Zone of Pangeran TWR :

• Manoeuvering area and Vicinity of aerodrome

• 4000 ft vertically until 5 NM

• 4000 ft vertically until 5 NM from ARP

• 2500 ft vertically until 5 NM

Airspace definition of Balikpapan Control Zone (CTR) :

• Airspace Class B is established between ground / water up to 10.000ft

• Airspace Class C is established between ground / water up to 10.000ft a circle with radius 30NM centered at BPN VOR

• Ground/water until 10.000ft and 30NM centered of BPN VOR

• Airspace Class B stablished between ground / water up to 10.000ft a circle with radius 30NM centered at BPN VOR

Airspace definition of Balikpapan Terminal Control Area (TMA) :

• Airspace class B is established between beyond 10.000ft up to FL 245 a circle with radius 100NM centered at BPN VOR

• Airspace class C is established between 4000/10.000ft up to FL 245 a circle with radius 100NM centered at BPN VOR

• Airspace class B is established between 4000/10.000ft up to FL 245 a circle with radius 100NM centered at BPN VOR

• Airspace class C is established between 4000ft up to FL 245 a circle with radius 100NM centered at BPN VOR

Airspace definition of Balikpapan Flight Service Sector (FSS) :

• Airspace class G is established between surface up to FL245 outside BPN TMA

• Airspace class F is established between surface up to FL245 otside BPN TMA

• Airspace class G is established between 4000 up to FL245 outside BPN TMA

• Airspace class F is established between 4000 up to FL245 outside BPN TMA

Airspace definition of Melalan Info (MELAK) :

• Airspace class G is established between ground/water up to 4000ft

• Airspace class F is established between ground/water up to 4000ft

• Airspace class G is established between ground/water up to 4000ft radius 5 NM from ARP

• Airspace class F is established between ground/water up to 4000ft radius 5 NM from ARP

In the event of ATS comm failure between BPN APP and TRK APP the following procedures shall be carried out in accordance with the following contingency measure :

• Relay any messages via UPG ACC or BPN FSS or Kalimarau TWR

• Aircraft are instructed to provide the adjacent unit about its position, altitude/level and ETA / next reporting point

• Accepting unit shall provide formal acceptance to the aircraft and aircraft will be require to provide confirmation to the requesting ATS unit that the coordination has been affected

• All answer are correct

ATM Contingency Plan Level I arrangements for aircraft arriving or departing at Indonesian airports or for domestic flight operations with jurisdiction of the UPG FIR. Balikpapan APP, Tarakan APP, Banjarmasin APP and Palu APP will be raised vertically :

• up to FL300

• up to FL290

• up to FL280

• up to FL320

The following non-RVSM aircraft are permitted to operate in the Indonesian RVSM band, except :

• Military

• State and Ferry

• Humanitarian

• Aircraft transporting spare engine mounted under the wing

Coordination procedure for departure traffic, BPN APP shall request ATC Clearance to UPG ACC, using the following phrase :

• a. “REQUEST”

• b. “STARTING”

• c. “AIDC FAIL”
