This Act declares that it is the policy of the government to mainstream disaster risk reduction and climate change in development processes such as policy formulation, socioeconomic development planning, budgeting, and governance, particularly in the areas of environment, agriculture, water, energy, health, education, poverty reduction, land use and urban planning, and public infrastructure and housing, among others. Under the Act LGUs are mandated to establish a Local Disaster Risk Reduction and Management Office (LDRRMO) whose functions include the identification and assessment of hazards, among others.
