Moshe thought that if he said yes and showed how confident he was about the land that Bnei Yisroel wouldn't feel the need to check it out and would realize it was silly to send spies but instead they didn't see how confident Moshe was about the land and still sent spies.

What is the purpose of saying that its spring?

That the fruits weren't completely developed yet but Moshe was sure that the size and taste of the fruit would be enough to show the goodness of the land. (Like look how good they are already, and they aren't even fully ready yet.
