The implementation of an emergency plan serves to:

• Ensure that all individuals involved in its execution are aware of it and to verify its effectiveness

• Integrate the plan into a higher-level plan.

• To activate it after its activation.

• Declare its validity by publishing it in the corresponding official bulletin.

The most suitable protocols and organization for each group, as well as their needs regarding human and material resources:

• Are collected in the inventory of means and resources.

• Are specified in the action plan of each group.

• Are planned in detail in the emergency plan itself.

• Are decided in each situation, depending on how the event unfolds.

Exercises are useful for:

• Starting the training of personnel, which is later completed with theoretical training.

• Assessing the set of planned measures.

• Verifying if the group's action plan is well planned.

• Evaluating the effectiveness of the coordination and direction of the device.

The indicators that will be used to evaluate a drill:

• They are standardized and the same for all drills.

• They are selected at the end of the drill, depending on deficits that have been observed during its development.

• They should not be known by the people who plan the drill.

• They should be anticipated when planning the drill.

The evaluation of an emergency plan:

• Establishes its degree of effectiveness.

• Is carried out after the plan is completed and before its first activation occurs.

• Is done once the first activation of the plan has been resolved.

• Is always carried out by external people who have not participated in the development and implementation of the plan.

If an emergency plan provides for using a certain indicator for evaluation, but does not detail how the measurement should be made or how it should be expressed:

• Nothing happens, as long as each team details how they obtained each data point.

• The results for that indicator obtained at different times or by different teams may yield values that are not comparable if they have applied different methodologies.

• The results for that indicator will be comparable anyway, because even if the method of obtaining the data varies, the final result will be the same in any case.

• Nothing happens, the indicators are standardized.

The maintenance of an emergency plan is carried out:

• Every two years.

• After each activation of the plan.

• With the frequency planned in the plan itself.

• At the end of the implementation and before activation.

The exercises carried out during the implementation phase:

• Allow evaluating the overall effectiveness of the plan.

• Are organized and directed by the plan director.

• Involve all groups included in the plan.

• Are a function of the person responsible for each group.

Which would not be a parameter of special interest as an indicator of the quality of an emergency plan:

• Media coverage achieved.

• Number of incidents with emergency vehicles.

• Response time.

• Number of assists during the alarm phase.

The necessary actions to keep the plan operational are called:

• Maintenance of the plan.

• Activation of the plan.

• Implementation of the plan.

• Evaluation of the plan.
