The territorial and political subdivision shall enjoy local autonomy

- The congress shall enact a local government code which shall provide for a move responsive and structured local government units instituted through a system of decentralization with effective mechanism of recall, initiative and referendum, allocate among the different local government units their powers, responsibilities, and resources and provide for the qualification of election, appointment and removal, term, salaries, power and function and duties of local officials, and all other matters relating to the organization and operation of the local units.

Each local government unit shall create their own source of revenues and to levy fees taxes, and charges subject to such guidelines and limitation as the congress may provide, consistent with the basic policy of local autonomy. Such taxes, fees and charges shall accrue exclusively to the local government.

Every local government unit created or recognized under this Code is a body politic and corporate endowed with powers to be exercised by it in conformity with law.

- The state shall ensure the autonomy to local government.

Initiative shall extend only to subjects or matters which are the legal powers of the sanggunian to enact.
