When there is a lack of workers taking part in many key fields, like construction, production, or innovation, nations will suffer from a declining development. For example, the majority of African countries is the groups below 15, and African people have to face the lack of food and other demands.

By having many citizens who are under 15 years old, countries cannot have enough resources and tools to open more schools. For example, because of the overload of students under 15, the countries cannot have enough qualified teachers to bolster the study's qualification of children.
