In 1787, delegates from 12 states met in Philadelphia to draft the U.S. Constitution. The main issue was representation: large states supported the Virginia Plan for population-based representation, while small states backed the New Jersey Plan for equal representation. The Connecticut Plan, or Great Compromise, resolved this by creating a bicameral legislature with population-based representation in the House and equal representation in the Senate. This system is still used today.
