In the 1840s, as America expanded westward, the South wanted slavery to expand too. This led to heated debates about whether the government could stop slavery from spreading into new territories. By the 1850s, Democrats supported popular sovereignty, allowing territories to decide on slavery themselves. In 1846, David Wilmot proposed the Wilmot Proviso to ban slavery in new territories from Mexico, but it failed in the Senate.
