The Hajj pilgrimage was downsized in July to prevent a super spreader event. Despite early measures, Saudi Arabia has recorded over 336,000 COVID-19 cases. The second phase of easing will start on October 18th, increasing the number of pilgrims and allowing international travelers by November 1st.
