In 1851, the USA signed the Fort Laramie Treaty, dividing Indian lands but not yet creating reservations. This allowed the government to plan future control and survey railroad routes. The treaty was threatened when gold was found in Colorado, leading to conflicts as settlers ignored agreements with the Indians. The Cheyenne and Arapahos resisted as their lands were encroached upon. In 1861, Colorado became a territory, and the government forced Indian chiefs to cede land, leading to further resistance and attacks on settlers.
