Women, led by Mary Jackson and Minerva Meredith, demanded action from Governor John Lecher. When unsatisfied, they rioted, looting stores. President Jefferson Davis attempted to quell the unrest by offering food and money. The riot ended after Davis threatened military action. Many arrested were soon released due to the city's inability to feed them.
