According to al-Mahmoudi's lawyer, the deal was closed by Moussa Koussa, the former head of External Information Services, under Gaddafi's instructions, with documents allegedly proving the transaction. Al-Mahmoudi accused Sarkozy of being behind his detention to prevent the revelation of campaign financing details. The controversy escalated when French digital newspaper Mediapart published a document suggesting Tripoli agreed to fund Sarkozy's campaign with 50 million euros. However, the Libyan National Transitional Council, in power since Gaddafi's fall, deemed the document likely fake and fabricated.
