The Russian judiciary fined Google and Meta over $120 million for not removing illegal content. The fines are unprecedented, with Google fined $98 million and Meta $27 million. The content in question includes over 2,600 items on Google and 2,000 on Facebook and Instagram, which allegedly promote hate, unreliable information, or support terrorism. Russia frequently penalizes digital companies for not removing content related to drugs, suicide, and political opposition. In September, Russia blocked six VPN services and forced Apple and Google to remove an app by opposition leader Alexei Navalny. Russia is also developing a sovereign internet to isolate its network from global servers.
